Honestly, the simplest fix is using the free Adobe Acrobat app. Just look for the comment or ‘Add Text’ tool insted of the regular viewer. If you’re on iPhone, built-in markup in Files lets you drop text boxes right in.
I ran into this with remote payroll sheets. If you are on an iPhone, open the file in your Files app, tap the marker icon, hit the plus sign, and pick Text. On Android, opening it in Google Drive usually has a pen icon that lets you type right onto the page.
