I have a scanned PDF where several pages are upside down, and rotating them in the viewer doesn’t seem to stick when I reopen it. How can I make the page orientation permanent?

Honestly, rotating in a standard viewer just changes your display view, it doesnt actually save it. The quickest fix is to rotate them and then choose Print to PDF to save a new file.

tbh rotating in the viewer never stuck for me, I learned that the hard way with receipts. What worked was opening the PDF in Adobe Acrobat, rotating the pages, and saving a new copy.
What device are you on?
